Everyone is controlled by the influence of the 330 million demigods like puppets are controlled on a string. All demigods are the administrators of all material affairs. This means all living entities caged within the gross biological material body are also controlled by their own karmic reactions handed out by the the various demigods, such reactions go back thousands of life times.
Even at the time of the death of the biological body, the demigod Yamaraj sends his ghostly representatives and servants, the Yamadutas, to take the subtle material body out of the dead gross or biological body to be judged by the actions of the life they have just lived and trained up for their next material bodily vessel.
